During the arduous years of the War of Resistance against Japanese Aggression, he masterminded and personally commanded the Hundred Regiments Offensive, which shocked both China and the rest of the world. This battle was like a sharp dagger that deeply pierced into the heart of the enemy. It became the most glorious and significant victory achieved by the Eighth Route Army under the leadership of the Communist Party of China on the frontal battlefield and greatly inspired the confidence of the whole nation in the War of Resistance Against Japanese Aggression.
After the founding of the People's Republic of China, he shouldered important responsibilities. He served as Vice Premier of the State Council and the first minister of China’s Defense. Meanwhile, he was also a member of the Political Bureau of the CPC Central Committee from the 6th to 8th Central Committees of the Communist Party of China and Vice Chairman of the Central Military Commission of the Communist Party of China. He made painstaking efforts and indelible contributions to the national defense construction and the modernization of the armed forces of the People's Republic of China.
