1944年6月5日，中共六届七中全会讨论和通过毛泽东起草的《中共中央关于城市工作的指示》。
《指示》要求，各地党组织“必须把城市工作与根据地工作作为自己同等重要的两大任务”“一方面发展与巩固根据地，依据现有基础，建设比现在强大得多的军队与地方工作；又一方面，争取城市及交通要道的千百万群众，瓦解与争取伪军伪警，准备武装起义，以俟时机成熟，就可使二者相互配合，里应外合地进攻日寇，占领大城市与交通要道。”
里应外合的思想，是我党从大城市驱逐敌人的根本思想。并强调必须把争取敌占一切大、中、小城市与交通要道及准备群众武装起义这种工作，提到极重要地位，改变过去不注重或不大注重城市工作与交通要道工作的观点，唤起全党注重此项工作。
文件还从思想教育、计划组织、工作方向、工作方法、配备干部以及经费等方面指示应做好的各项准备，指出我党我军要“配合世界大事变，在时机成熟时，夺取在有我强大军队与强大根据地附近的一切敌占城市与交通要道”。
根据《指示》精神，中共中央北方局、华中局、南方局及八路军、新四军、华南人民抗日游击队，都成立或加强了城市工作机构，积极开展情报搜集和瓦解日、伪军的工作。
On June 5, 1944, the "the Central Committee of the CPC’s Directive on Urban Work from " drafted by Mao Zedong was discussed and passed on the 7th Plenary Session of the 6th CPC Central Committee.
The Directive requires that “Party organizations in various regions must put equal emphasis on urban work and base area work. On the one hand, they must develop new base areas while consolidating existing ones, build much stronger armies, and enhance local work; on the other hand, they must win over millions of people in cities and transportation arteries, disorganize and win over puppet armies and police, prepare for armed uprisings. When the time is right, we can start to attack the Japanese invaders who occupied our large cities and transportation arteries in cooperation with our allies within the enemy.
The idea of internal cooperation and external cooperation is the fundamental principle of our Party to expel enemies from big cities. Specifically, it is emphasized that much importance must be put on trying to seize all large, medium, and small cities and transportation arteries the enemy to occupy, as well as preparing for armed uprisings by the masses. In other words, previous overlook of urban work and transportation artery work should be corrected to call on the whole Party to pay attention to this work.
The document also indicates the various preparations that should be made in terms of ideological education, planning and organization, guideline, methods, the assignment of leading officials, and funding. It was pointed out that our Party and army should "seize up the trends of major international events, and when the situation is advantageous, seize all cities and transportation routes occupied by the enemy near our strong army and strong base areas.".
According to the spirit of the "Instructions", authorities of the Communist Party of China Party, including the Northern Bureau, Central China Bureau, and Southern Bureau, as well as armies led by the Party, namely Eighth Route Army, New Fourth Army, and South China People's Guerrilla Force against Japanese Aggression, have all established or strengthened departments responsible for urban work. These special departments actively carried out intelligence collection and disorganized Japanese and puppet armies.
