1949年5月20日，中国人民解放军第一野战军第六军从火车站、北门、西门、南门攻入西安，西安解放。同日，中共中央西北局决定，贾拓夫、赵伯平、张经武、方仲如、董学源等14人组成中共西安市委，由西北局领导，贾拓夫任书记。
陕甘宁边区政府发出命令，决定成立西安市人民政府，贾拓夫兼任市长。21日，中国人民解放军第一野战军第六军全体官兵，举行入城式，几十万西安市民涌上街头，高呼口号，热烈欢迎人民子弟兵进城。
On May 20, 1949, Xi 'an was liberated when the Sixth Army of the First Field Army of the Chinese People's Liberation Army seized Xi 'an City after defeating the enemy at the then Xi’an Railway Station, the North gate, the West gate and the South gate.
At the same day, the Northwest Bureau of the CPC Central Committee decided that 14 people, including Jia Tuofu, Zhao Boping, Zhang Jingwu, Fang Zhonggru and Dong Xueyuan, etc. would form the Xi 'an Municipal Committee of the CPC under the leadership of the Northwest Bureau, with Jia Tuofu as the Committee’s secretary.
The People’s Government Shaanxi-Gansu-Ningxia Revolutionary Base issued an order to establish the People's Government of Xi 'an CityJia and appointed Jia Tuofu as the mayor.
On the second day, an Entry-into-the-City ceremony was held. Hundreds of thousands of Xi 'an citizens poured into the streets Shouting slogans and warmly welcomed the People's Liberation Army into the city.
