1949年5月18日，中方代表康矛召上校（三野“特纵”炮三团政委，为谈判需要被临时授予上校军衔）受命致函英国皇家海军“紫石英”舰舰长克仁斯少校，表明“中国人民解放军镇江前线司令部对于英国海军军舰于4月20日侵犯中国人民解放军阵地之暴行及其所应负的责任，决定通过谈判解决”，要求英方指派相应的代表举行谈判。
