关于中国共产党的特点，报告指出:我们的党，已经是一个全国范围的、广大群众性的党，是一个全国人民集中仰望的党。已经是一个在长期革命战争中锻炼过来，并已完全熟练了领导革命战争艺术的党。已经是一个领导着敌后九千五百万人民建立了强大革命根据地的党。已经是一个克服各种错误思想，经过整风，使全党在思想上、政治上、组织上空前团结和统一的党。已经是一个有了自己伟大领袖的党。
From May 14th to 15th, 1945, Liu Shaoqi delivered a report titled "Report on Amending the Party Constitution" at the 7th National Congress of the Communist Party of China. The report delves into several crucial theoretical principles, including the distinct traits and nature of the Communist Party of China (CPC), its guiding ideology, the Party's mass line, and its democratic centralism.
Addressing the characteristics of the CPC, the report emphasizes that our Party has evolved into a nationwide, broad-based Party with immense popular appeal, commanding the respect and admiration of the entire nation. Besides, it has been forged in the crucible of prolonged revolutionary wars, mastering the art of leading such conflicts. Furthermore, it has spearheaded ninety-five million individuals in enemy-occupied territories in the establishment of a formidable revolutionary base area. Last but not least, through overcoming diverse misconceptions and undergoing rectification, the Party has achieved unprecedented unity and cohesion in ideology, politics, and organization, and emerged as a Party with its own esteemed leader.
