电报就黄华同司徒雷登谈话应注意的问题指出：黄华可以与司徒见面，以侦察美国政府之意向为目的。见面时多听司徒讲话，少说自己意见，在说自己意见时应根据李涛声明。来电说“空言无补，需要美首先做更多有益于中国人民的事”，这样说法有毛病。应根据李涛声明表示任何外国不得干涉中国内政，过去美国用帮助国民党打内战的方法干涉中国内政，此项政策必须停止。如果美国政府愿意考虑和我方建立外交关系的话，美国政府就应当停止一切援助国民党的行动，并断绝和国民党反动残余力量的联系，而不是笼统地要求美国做更多有益于中国人民的事。对于傅泾波所提司徒愿意继续当大使和我们办交涉并修改商约一点，不要表示拒绝的态度。

When you meet, listen more to Situ's speech and say less of your own opinions, and you should follow Li Tao's statement when you say your opinions. The call that "empty words are not helpful, and the United States needs to do more to benefit the Chinese people first" is flawed. According to Li Tao's statement, no foreign country should interfere in China's internal affairs. In the past, the United States interfered in China's internal affairs by helping the Kuomintang fight the civil war, and this policy must stop. If the United States government is willing to consider establishing diplomatic relations with us, it should cease all assistance to the Kuomintang and sever its ties with the remnants of its reactionary forces, instead of making general demands that the United States do more to benefit the Chinese people. Do not refuse to accept Fu Jingbo's suggestion that Stu is willing to continue as ambassador and negotiate with us and revise the agreement.
