1949年4月11日至18日 中国新民主主义青年团第一次全国代表大会在北平召开。任弼时代表中共中央向大会作了政治报告。
他指出：“目前时局的特点，就是国民党反动统治的力量已经在基本上被人民的力量所打垮，不管是用和平的方式或用战争的方式，都不需要很久的时间，人民解放军就可以在全中国取得胜利。”
大会通过了团的章程，选出了团的第一届中央委员会。冯文彬当选为团中央书记。
From April 11 to 18 in 1949, the First National Congress of the China New Democratic Youth League was held in Peiping (now Beijing).
